you can buy any hella 2001 and up headlights but pre 2001 .. you will need a different blinker connectors for the bulbs .. hella does have the retro kit .. the only other situation is that you will have to splice the AE wires to the parking lights .. also, you will get a low beam error message ... i believe it happens pre 200 or 2001 .. hella makes a resistor pack or you can make one for yourself ..
check out www.bmwtips.com (http://www.bmwtips.com) the install is pretty straight forward ..

any idea of cost or where to buy?
Plenty of places to buy. The best being from the classified section of this forum or from ebay. Just be sure you're getting genuine Hella if that's what you want. Like kaptom540 pointed out, since genuine 2001-2003 e39 Hella angel eyes fit the pre-facelift 1996-2000 e39s, there is no real need for a retrofit, just fitting of the angel eye connectors, which you can make out of about $60 of OEM parts (http://www.bmwtips.com/tipsntricks/angel%20harness%20adapters%20should______files/angeleyeharn.htm). The connectors can be purchased from the dealer or any reputable online vendor. There won't be much variation in price on these accessory parts. You need to do your homework and be diligent about the lights though, because the going rate on used OEM Hella angel eyes is about $500 but typically they can be scored for a few hundred less if you're patient. You need to answer one question though and that's if you have xenons or halogen low beams because that fact will change what lights you're looking for and subsequently the price.
Total cost for me to put Hella xenon angel eyes from a 2003 M5 onto my 528i, including all parts, was around $550.
