I have a question about my service records. It says at 299 miles, the "rear side air bags activate"

What exactly does that mean?

I'm not Charlie...but I have a pretty good idea of what it means.

If your car has rear side air bags...they are NOT activated unless the owner wants them activated due to the possibility of injury to small children if they are not seated or belted in properly. For instance, if your car has rear side air bags and they are NOT activated (turned on)...there will be a WARNING sticker on the C PILLAR indicating that the bags are deactivated. See the info below about the "stickers"...then check your C pillar door jambs for verification.

I would interpret "rear side air bags activate" to mean that the owner had them turned on (activated)...and since this is usually done by the dealer at the bequest of the owner...mileage/date/etc are documented and this goes into BMW's system...thus @ 299 miles on that particular date, the rear side air bags were turned on.

See the info below from the BMW TIS...note the text highlighted in GREEN that details the rear side airbags...also note what it says about "document OWNER CONSENT & CAR'S FILE":
