Here are some instructions to program your daytime running lights, please keep in mind once again that this is for my specific car, yours may differ:
DIS home screen, select Coding/Program:
Then select car memory and press the RIGHT side green arrow:
Press RIGHT green arrow:
You see this, wait a bit:
Some more test being done by DIS:
Then you see this list, select No4 and press RIGHT green arrow:
Select No2 External lights and press RIGHT arrow:
Select No 4 and press RIGHT arrow:
Next you land here, note that my daytime lights was programmed off, for illustration I selected to switch it ON, select and press RIGHT green arrow once more:
You briefly see this message:
Then you land back at the list, scroll down till you see this, select 99 and press RIGHT arrow:
You see this list of the programming options about to be programmed:
Then you get this message, for the cable that I use I dont need to switch the ignition OFF and ON again, I just switch the ignition completely OFF, no lights on on the dash and then I press the YES button:
Next you see this message:
And then success:
If you have a printer installed it help a lot to print the complete list, it is easier to see all options available to play around with..

thanks for the help, was able to program my Daytime running lights. When you print out the list what else does it show you?
Mine is doing the same thing-- I can autodetect the car/clear codes just fine, can get into Coding with no problem, it reads the car correctly, but if I change a selection and do a '99' on it, it'll tell me to cycle the ignition, then press Yes like above-- I think I've tried every combo of turning the key on/off/on and pressing Yes, yet it still won't 'Set' my options. Again, everything else works 100%.
I'm running EasyDIS w/ a EDIABAS cable. INPA works 100%.

I had trouble using DIS with the DRL too. Progman on the other hand, CAKE!
Well, since I got DIS and INPA working, I suppose I could take a crack at Progman!
For those having trouble getting to the last screen where it says car is set maybe this will help. For me (Have no idea why) I actually have to turn the key off then start the last step in the coding process for it to work properly. Not sure if it is cable related or DIS related or what. If you are having trouble try it this way and see.
So leave the key On during the detection/selection section, then turn the key Off before going into the 99 selection?
OK, just tried it- key on during detection/selection, then turned the key off and clicked on Yes. Same thing happens-- it just tells me to turn the key off and on.

Switch the ignition off at this screen, leave it off, and click "Yes":
The coding is set while the ignition is off, and when it completes you will come to this screen:
Turn the ignition on to verify the new setting.
WHOOOHOO!!!!
That was it-- turning the ignition off, then hitting Yes did the trick. I'm now able to program!

Hmmm...that is interesting to know. At this point, I did what the screen said--switch it off then back on, then clicked YES.
I wasn't aware you can still code it with the ignition OFF. This is probably why the OP's battery voltage was at 13+ volts. Mine is from 12.4-12.8, even with all accessories (radio, AC) turned off.
Is also anyone using a battery charger/supply while coding?

I bought an OPS system with IBM T30 laptop. My problem is simple, I can do diagnosis with OPS through DIS but Coding/programming is NOT ENABLED. Car is E46 318D and 320D

It looks like you have DIS v57 not DIS v44. The coding option was stripped out of DIS after v44. Coding moved to Progman, or you could use NCS Expert, but I don't think,either of them will work with your current set up. You might need to buy a new cable & install on a separate machine.
