would this rebuild work?

The top end set is fine. I haven't worked on the bottom end so can't help ya there. It's probably fine too since VR is a reputable company.
edit: you'll need the tb gasket if you separate the tb and intake manifold. Not in the top-end kit.

Price is ok. Although you may want to research the manufacturer. I know nothing of this though.

Victor Reinz is one of the more notable and durable brands for gaskets.
I tend to use their gaskets for pretty much anything I replace if I have the choice and they are top notch.

Re. Rebuilding a 90k motor. God no. I recall reading a while back that M20's are at their peak hp around 80k miles. Rebuild it when a compression or leakdown test tells you the piston's aren't sealing, your headgasket fails or you lose a bearing.
Re. type of HG. There is a good thread at E30Tech that strongly suggests OEM or Goetz HG's instead of VR. It's a pretty compelling thread.

This is a re-seal job, not a rebuild. Which means replacing gaskets & seals, but not the head gasket.

Of course. Make sure you have a torque wrench for gaskets. Proper torque, if not critical in most instances, is at least very important.

he has re-sealing and re-building confused. OP, please do a search, there are many threads on replacing seals. You do not need to "rebuild" your 90k M20 unless your down on compression as ranger mentions. You can do a compression/leakdown tests to determine that but unless the motor has been abused i'm pretty sure the bottom end is fine. Again, research a bit more before you start new threads.

Poor choice of words on Popobo69's part. The intent is to replace the gaskets and seals, other than the head gasket, before installing the engine in the car. Even on a 90k mile engine that is a good idea. They may not be leaking yet, but it won't be long before they will be. And it is, o so much easier, to do that with the engine on a stand than in the car.
