Road tar on may wheels?

Ok so I have what I believe to be road tar on all four of my ds2's. Its mainly on the outer part of the wheel. You can't notice it from far but when you get up close you can see it. It looks like a bunch of really small black dots. they are really hard and cant be scraped off with you fingernail. So far I have tried tar remover, wd40, kerosene, polish, a mr clean magic erasor, and noting has had any success. Any ideas?

Take whatever liquid cleaner that cleaned/disolved the tarry bits the best even though you used most of the ones I'd have suggested. Use it as a bit of a lube for the next step. I'm thinking the bits might not even be tar, they might be brake dust bits but a lube will still be needed for the next step.

Get an old credit card, preferrably one belonging to the significant other, and use the edge of the card to scrape / bump the bits off.

It'll work but it won't work quickly. Apply a sealant after you're done to make it harder for those bits to stick in the future.

I tried Tarminator and that also had no effect. The only thing I have found that has any effect is clay. I tried one section of a wheel with clay and it took most of it off, it took forever even just for a small section but at least I know I can get this stuff off. I think next weekend I'm gonna pull each wheel of the car one by one and get all the stuff off. I wish there was an easier way but it looks like a day long projects
