I have a 1999 BMW 528i. I ran a diagnostic check and recieved codes P1423 and P1421. I looked up the codes and got the following messages:
P1423--> Secondary Air Injection Bank 1 Flow Too Low
P1421--> Secondary Air Injector Valve Circuit Short to Ground
How can I fix these problems?
Well, you'll need to replace the pump, too, that's why the flow is low, the pump is failing. What happens is the old-style valve fostered the formation of condensation inside of itself and the secondary air pump, which makes both of them fail. There's an updated valve that operates under different parameters and isn't so conducive to the formation of the aforementioned condensation.
the air pump is the big black plastic barrell-shaped thing on the right side of the engine (about 6 inches in diameter and 6-8 inches tall) and the valve is a few inches away connected by a hose.

check the hose from the pump to valve for cracks or holes. this may be your problem.
the pump is located in the rt frt inner fender on a 5-series. it is behind the rt fog lamp. same size as mentioned.
