Which turbo is the best bang for the buck for a M3 and why?

For a properly sized turbo on this platform that is both ball bearing and billet wheel be prepared to spend way more than $800, at least when you're looking at new turbos. You may luck out and find a used turbo with those features for $800, but outside of that you're looking at journal bearing turbos in your budget range.
Best bet for your M would be a 4094
Next would be a gt35r
These will both run you over $1200
If that is out of your price range than consider a T60-1 IIRC around $800 and can net you a nice 400/400+ and be reliable.

The kPa Turbo advertises Ceramic dual ball bearing and 7075 Billet compressor wheel with extended tip for $850 starting.
Also they are assembled and balanced in the U.S. Thats another plus.

Big boy turbo, I also looked at this but unless our shooting for 600 wheel better responsive turbines can be found.
Your question doesn't have a one size fits all answer. Depends on other supporting mods and power level goals.
