i dont know THAT much about lighting...but i am pretty sure that ballast have to do with HID's not angel eyes. I have angel eyes and no HID's, thus no ballasts.

You might be right in the sense that they are not called ballasts, but there are two little black boxes that run the two sets of angel eyes.
