went down to the inspection station today and tried to get a sticker. I passed everything except Emissions. The only parts of Emissions that i failed were HC with a reading of 1.85grams/mile (1.20gram/mile acceptable) and NOx with a reading of 5.56grams/mile(2.50grams/mile acceptable). What could this be. I replaced the plugs, cleaned the injectors. There are no Check Engine codes or anything. Any suggestions on what this could be? Thank you in advance.

Cats for the HC. How many miles on the car?
As for the NOx, that tells that you have high peak combustion temps. You got the plugs already, so that's out. What about your coils?

Was the car fully warmed up before getting the test? A highway run will help. My cats are original and have 150k+, so that is pretty low for cat failure.

would the hot soak with seafoam help reduce my HC and NOx output?

Potentially, as those are designed to "clean the combustion chamber". I cannot attest to their effectiveness personally, but some people have had great results.
