Apparently they like the right side of my car better...is this a grounding problem or what?

Cold weather does this to my car. Only my driver's side will fully light up--passenger's side flickers (but isn't bright).

It's hard wired (not the parking lights) so it isn't a ground issue. ;)

But your issue may differ.
