might possibly be the wrong bulb in there and it just happens to fit.

it is probably the bulb with a dual filament, it has one filament for when your lights are on and another that is brighter for when you brake, check your lights without the brakes on and if you look closely you should see two bulbs lit in the tail lights. At least thats what happened on my car.

I had a similar problem, the bulb was working but the indicator for a bulb out kept coming on. Finally after working with it the bulb went out. I think it might be indicating that the filament is close to failing even though it is still working. Just a guess.
When I could clearly see that the bulb had gone out I replaced it and all was fine.

Change all the bulbs, or at least the ones with visible "crusting" on the filament. Do not use bulbs with the brass housings, instead get the silver housing ones.
