First off where does this copper washer go on the drain plug, and where is the drain plug. And if today my car had an oil change and this copper washer was not changed on the drain plug is anything bad gonna happen if I wait to change it next oil change?

The drain plug is on the oil pan. The washer goes on the drain plug between the end of the plug and the pan, its used as a gasket. If it wasn't changed and the old one was used or no washer was used, there is a possibility oil could leak. If there is no leak then its no big deal.

Anyone with the tools, time, and inclination can change their own oil very quickly. The only tools you will need are a phillips head screwdriver and a 17mm wrench. If you look in your tool box, you will find that the lug wrench for your car is 17mm, and there is also a phillips head screwdriver in there.

You do want to change the 'crush' washer on the oil plug and the rubber 'O' ring on the filter. The filter is easy to reach, but mounted on fragile supports. The cover poses a problem for some, but I use a plumbing wrench which is large enough to fit around the fairly sizeable nut-shaped cover. Hold the body of the filter while turning the cover, applying counter pressure.

The drain plug only needs to be snug, do not get too energetic and strip the threads.
