Google Chrome Plating and call and ask a company that does Chrome plating or check with one of the companies that does wheel refinishing. I believe you have to chemically (acid?) strip it, regardless, I think it is a job for a professional.

this would work.... http://www.autobodytoolmart.com/pc-12815-610-9151-kleen-strip-aircraft-remover-gar343.aspx
you would need to scratch up the wheels a bit with some 60grit sandpaper to the bare metal (just enough so that the stripper could seep under the chrome)

You can bead blast them I did mine that way.It takes about an hour per wheel unless the chrome is peeling ,also Easy off oven cleaner or muratic acid might help loosen the chrome.

I would just get them bead blasted
You might not want to believe every answer you get here. If you do you might waste $ or fug up your wheels. Bill has given you direction. Take it. GH

Angle Grinder?
Please do not use that s..t! You will ruin the rim. I know someone who does it but it cost extra if it's chromed. It's gonna be stripped and refinished non-chrome for $100 per rim but they would rather refinish non chrome wheels for $90 and it's gonna come out like brand new.

I have gotten many wheels bead blasted and powder coated many times. So believe me it's okay, but yes get them done by a profesional.

Is that powder coated or just painted? Powder coating costs more than $100 per rim, last time I checked.

It's painted but it looks like it's powdercoated and it's guaranteed for one year.
Since you're in socal, you can call up a few places to get the chrome chemically removed... which is the proper way since the chrome is chemically put on. Sand blasting does work, but seriously, just get them chemically stripped. I had it priced down there to get some of my wheels done, and it was only $40-50. I recall getting a quote from a place in Fresno for $25 each. But shipping/driving there would easily make up the difference.
EDIT: I ended up just sandblasting and powder coating my wheels.. most cost effective
