Uh, I'm sure I can throw a turbo kit together in a couple weeks, and fix the rust. And put the interior back together. And paint it. It'll still have 236k, does he mind?

If is a J-Spec (Japanese) forget about it. Takes about 10K or more to federalize the car....
Is if Canadian spec then it can be imported to US without any issues....
