well, not many pics I have set up, but it's a pretty simple procedure.

first grab your polygonal lasso tool (dunno if pen tool will work with this, I don't have it with PS elements. if you know how to use it though and it can do selections, then use that, it's better)

make a selection that follows the red line

really zoom in so you can get a clean selection (cleaner than my red line at least lol :stickoutt) and so it doesn't take bites out of the car body (makes it look really noob)

careful when going along the edge you don't click off the pic, or else itll auto complete selection and you might have to redo the whole thing

hold shift to add to selection, or alt to subtract. this is useful to really get the details, or to add that little bit of border that you couldn't select initially

also I usually like to follow natural borders when cutting across the ground (like on the right by the rear bumper), or if the ground is uniform (like the gravel to the left side) then just cut across anywhere to the edge.

ctrl+c to copy, then ctrl+v to paste. use the down arrow to drop it to your liking

don't forget to crop the top of the pic off where you'll get a little strip of duplicate, or if you're handy with the clone stamp tool you can fix it up like that

haha er it's a first try I guess

did you use polygonal lasso? freeform and magnetic are useless

and I also forgot to mention that there's a little bit of empty space that forms when dropping between the skirt and the rim that you gotta fill in

for tint i select the windows I want tinted, make a new layer, then fill that selection on the new layer with black. then I play with the opacity slider to get the desired amount

or, you can select the windows, and go to Image>adjustments>hue/saturation in case you want to add color. which is also how to change the color of a car quickly

lol that's really quickly, sometimes you'll get some incorrect color artifacts doing that though

color changing is a little more involved though...
