I downloaded cs3 and messed around for a lil and came up with this...

I messed around with a bunch of dif. tools. I cut out the car then reversed it so the rest of the picture would be open so I could go in and use the blur motion tool. then messed with some colors and vala.... :)

Here's a question, if you were moving, wouldn't that flag pendant thing be blowing all over and pressed up against the bumper? Just a thought... haha.

lol yeah, was about to post the same thing. also: rims would be rotating, not moving so linearly, and some of the gaussian noise added I don't really get lol. but it's still a good job
EDIT: just noticed it was the sharpen tool, not add noise filter. I think it would look better with the softer, more natural sharpness.
oh and for smoking lights, select the area to be smoked, make a new layer and fill the section with black, then change opacity :) you can also play with layer blending, but it will be more uniform than the burn tool
