My 3.0 temp gauge stays just above 1/4 normal.
I suspect the T-stat is staying open. Could it be something else?

Either the thermostat is stuck open or the coolant temp sensor/gauge is faulty. The odds are that it is the thermostat.

That was my guess too. That has been the absolute worst design for a T-Stat placement. And I have alot of experience with cooling systems. Right now I am on the reinstall of everything that was "in the way"! Thanks again and I see you have a 99 M.....I own a 98 4 door Techno Vilot 5 speed M3. Have a superb Season.
