My front passanger window clicks and sometimes gets stuck halfway up. Also the window kind of tilts when it goes up if it gets stuck then i just have to roll it down and then assist it going up. It is also slow, although i did notice if it rained it does not click and seems to go up at normal or almost normal speed and does not make any noise. I am assuming the window regulator is gone and would just like it fixed before it gets stuck down and wont let me get it up. I heard of the twisty tie fix and was planning on doing that but i am wondering if it is to late and should just pick up a regulator before i start so i dont get stuck half way though the job.

Just replace the regulator. Easy enough. Something E46 (and, to a lessert extent, E36) owners just have to accept as common maintenance items. Pathetic, yeah, but that's German electronics for you. :)
