Anyone know if the lower camber arms and upper control arms are the same length?

Nope. I don't know if there's enough range of adjustment in the lower arms you can buy on the market to make them work for the top.

What should I use for the upper control arm? Woodward has some nice double butted tubes.

The Woodward tubes look nice. Unless you want to fabricate your own, those seem a good place to start.
