i also posted this in the e39 forum
So last night everything was working and I turned them on tonight and the passenger rings wont light up instead just the parking light turns on at the 1st switch and just the low beams are on when you turn it all the way.
Do you think the the wiring is loose or they burned out? The driver side is perfect.

bad connection probably. then it could be a bum ballast, last bad rings. check in that order.

the headlights are brand new a month old the other side is working fine

Have you tested the wires to make sure they are getting power? If you've done all these things it's better to post what you've checked so you don't get a bunch of replies listing things you've already done. You can't get good help if you just say "I clicked the switch and the lights didn't come on"

maybe you connected the wires wrong and just never thought about it....Make sure the wires ARE connected.
Last resort, swap the headlights to the other side and see if they work, then they just is a lemon

check to make sure your wires are good. if they are then switch the ballasts from one side to the other. if it doesnt work on the good side, but now the bad side works, its your ballast.
