Hey guys can a 19inch tire fit on my `997 740i without any modifications. and would it rub or make me drag as for as gas miledge. or is it just a put it on type of deal. thanks.

There is a lot more to consider than just it being a 19" rim and tire.

To be more specific, you need to know the rim/tire width, offset, hub size and tire profile. Oh, and of course bolt pattern.

With the correct measurements for the above a 19" tire will fit no problem.

If you do a search on wheel fitment I'm sure you'll find the dimension tolerances. Also, sites like tirerack and 1010tires have guides that will help.
