are u looking to refinish the rims by doing a complete polish? or just a polished lip?

to polish u will have to strip paint down to bare metal, then sand sand buff sand and more sanding at different grades. then buff.

clay bar baby. clay bar. just dont ever use it on your body paint again.

and since its not a mag wheel, but a painted wheel I go with a light cleaner/polish to take any swirls out left from months or years of cleaning with a brush. and some kind of sealent. thruthfully, when I cleaned up a really dirty set of uncapped m5 throwing star wheels, after claying it I used Meg's #80 with my porter cable, and they freaking glowed after that.
