I have a 99 328i (Dinan 3) and I want to upgrade the front brakes on my car. My dilema is slotted vs cross drilled. I have heard that slotted rotors are noisy and difficult to cut. I really don't plan on racing the car but I would like the added braking power. Any thoughts on this would be greatly appreciated

Niether will benefit brake torque. Both slotted and x-drilled are difficult to resurface (cut).

Slotting helps in fade and does give a bit better initial feel.

Cross-drilling is basically for looks.

If your not tracking the car then I would suggest upgrading the pads, the fluid and if you want the hoses.

My recommendations:

Pad - Axxis Ultimates
Fluid- Ate Super Blue

and you can add stainless steel braided brake lines. Though these only help feel and only under high pressure.

Neither slotted or cross-drilled will increase your "braking power". Save your money unless you just want to spend it to look cool.
