I did a search and i didnt see any current threads discussing performance mods for an X3 so i figured i would go ahead and ask what are the best performance mods out there? he has about 5000 dollars to spend so....any advice would be much appreciated.

aFe Cold Air Intake, H&R Springs to lower it, Remus Exhaust, Dinan Software, etc. There's a decent amount of mods for the X3. You just gotta do some more digging than if you owned a 3 series or a 5 series.
