I currently have some 17x9.5 et38 breyton visions and they just stick out too far, always rubbing even with hammered and rolled fenders. I have done some research and it seems that its not the 9.5" width that is my problem, its the 38mm offset that makes them stick out too far..... can I take them to a machine shop and have them cut off a few millimeters on the mounting surfaces to make them something more e36 friendly like an et 43 or a 45?

I wouldn't recommend this. Last thing you want is for your wheel to tear off of its hub while cornering due to metal fatigue  I currently have some 17x9.5 et38 breyton visions and they just stick out too far, always rubbing even with hammered and rolled fenders. I agree with SleepRM3. You are going to mess with the structural integrity of the wheel. You can machine the hub of the wheel to raise the offset but I would not recommend it.
