That's a Zender airdam. They made 2 styles, the vertical slotted one here, and one with inset oval-shaped openings. Lack of time and funds to fix rear subframe that broke about 3 months ago and in need of a front wheel drive car for winter. There's a pic of the broken subframe on ebay.
