removal is easy , 2 screws in the top of the instr.panel and you can slide it towards you , disconnect the connectors on the back and slide the panel out sideways.
If you want to remove the steeringwheel and you have airbags than first disconnect the battery.
Your problem could be the capacitors inside the instr.panel , at http://www.howtobmw.com/capacitor.htm you can find how to do this.

you can either drop the steering column a little bit or remove the steering wheel. either way the FIRST thing you need to to is disconnect the battery so you don't accidentally discharge the airbag or shock the shit out of (and fry) your electrical system.

What I did was put some painters tape on the face of the gause cluster and turn the key to on (with the battery disconnected) and turned the steering wheel to guide the cluster out. Pull the steering column all the way out also.
