auto parts stores, maybe even walmart, definately on detailing web sites like qutogeek.net
you can get a mothers or Meguiars kit in stores for like 15 bucks. comes with lube, clay, and even some wax. make sure the car is clean then spray the lube on the car and lightly rub the clay across the area, make sure you knead the bar often to keep from scratching. depending on the severity it may take a while but its the safest way to do it.

When claying use a lot of the lube that comes with the clsy, or the car shampoo solution you wash the car with. Use a lot of it....better to use more than less

I wouldn't go anywhere near a car with paint thinner! Just take your time and do your best with the clay bar... you could also get the pre-wax cleaner from mother's and give it a shot, it worked great on some tar that got on my paint. Unless you intend to strip the entire car, stay away from things as caustic as paint thinner!!! I have not had this issue w/ any of my cars before, so if somebody else has a better idea, feel free to correct/add on.

are you sure your doing it right? ive taken off tons of overspray with clay bar. just apply some moderate pressure with plenty of lube and keep passing over the same area until its clean

I agree. The clay bar should be able to remove the overspray. If not try a good paint cleaner.

Clay bar is the easiest thing you can do to remove heavy over spray. Its idiot proof. Just spray a bunch of lube on it and rub like hell. It WILL remove the over spray. I did it last weekend on my friends 540. His finish was rough like sand paper and it came out feeling like glass.

Maybe try using the clay with a high speed buffer. Griots makes a kit:

Good luck
