Potentially yes.
Any idea what work has been done to it?
Is the tranny original?
Front end status?
Electrical?
Air con work?
For the price, it's probably a good deal. But be aware that you could face several thousand more in short order if most major components are still original.
BTW, I sold my 1985 535i four years ago for $3,800 and it had 200K miles on it...

Back to the subject, that looks like an interesting car. First, if the Hartge wheels on the car have no curb rash, they are easily worth $800-$1000 or more. Second, the car is lowered...ask what kind of suspension is on there.
I'm not thrilled about the //M badge he stuck on there.
If the car really has 93k (check with Carfax or equivalent) and has very clean paint and interior, then it is easily worth $3k. I would also find out if he has it maintained at a reputable BMW repair shop.
I paid $4k for an excellent condition '84 733i (I just lowered it and put on the E38 wheels) with a 5 speed and similar mileage.
