so just got word back from the ebay vendor - I guess they have a 1 year finish warranty and have JIL/VIA certification. They claim that "The wheels are certified by JIL/VIA which is the Japanese body
of TUV/DOT." Now does this mean that JIL/VIA is up to the stringent standards TUV are set to?

I think the guy meant JIL/VIA. lol

It's the Japanese equivalent of Germany's TUV. I'm not sure if one is stricter than the other but FWIW BBS does list both standard.

I've never heard of Jaz until now but they do have some sort of website at least.

See that's the only iffy thing about these wheels - I looked up the website and they only have one set of wheels shown; some breyton inspiration copies, but none of these wheels. Also, when I click on "about us" to learn more about the company, it shows that it's still under construction. Perhaps the company is so new they haven't figured out all that yet???
