My car got shipped from Cali to NY and when I got it back it had these water designs on it. So I went to go wash it and its still there. I think its in the clear coat. Any tips on what this is and how to get rid of it?

crack out the buffer and some compound start out light and work your way harsher till they are gone. shouldnt take much though.
