i tried but i could only get the whole wheel section not seperate it from the brakes

Not a CS2 thing.
When you use the circle selection tool use the lasso tool and alt key to select the brakes.
Try it out.

me= computer noob...
how did you get them black and not make the brakes dark to?
I created a new layer then selected the wheel with the elliptical marquee tool and made it black. Then, with the Polygonal Lasso tool I selected the areas that needed to be original and simply hit Delete. Hope that helps and I do use PS CS2.
