If you purchase a BMW from a private party or a non-BMW dealer, can you take your car to a BMW dealership and get it inspected and become CPO'd?

Um, no. You pay a premium for CPO'd from a dealer when purchasing a car off their lot. CPO'd feature is to help dealers move cars off the lot not to help all bmw owners. You can purchase an aftermarket warranty which in most cases will cover more then CPO'd but will be expensive. Contact your local dealer, they get a cut on warranty sales so they would happy to help.
