What needs explaining? Alpina is a tuner like AMG or Renntech. They work exclusively on BMWs. For this car, they punched out the motor (bored or stroked), put in hotter cams, probably upped the compression, beefed up the suspension...They also have a turbo version of their motors.

Is Alpina licensed or approved by BMW?

In Europe, there is a different mindset regarding these tuners. In the US, they are strictly tuners that upgrade factory cars. In Europe, these tuners are actually considered automobile manufacturers. That is why these cars were known as Alpina ___ or AMG ___, not as a BMW Alpina... or Mercedes AMG...
