I am thinking about using my 99 528iT to pull a small (less than 200lb) sailboat. I understand that Europeans tow with these cars all the time, but the dealer in MN just looks at me like I am nuts when I ask about mounting a receiver. Does anyone have any suggestions about how to proceed?

Check your local U-Haul...They'll put a hitch on a wheelbarrel if you pay them....

I looked into this once and only found a hitch that mounted by holes drilled in the trunk. That was not acceptable to me. I hope you find a better hitch than that.
