As of July 1 any device that can or is designed to interfere with police radar OR laser will be illegal to have in your car. They include both passive and active jammers or items intended to interfere. This probably also includes the license plate covers as well as the headlight sprays.

If an officer suspects that such a device is in a car they will have probable cause to search and confiscate such a device. At least that is the opinion of the police officer that spoke with Mike Rosen.

I dont think license plate covers or the spray can interfere with lasers. They prevent visibility of the license plate when a photo is taken.

I imagine it would not be legal, but how would they be able to tell you even have it? Get a clear covering for your plates, spray it on that and the headlights and you should be OK until you get within punch through range. I have not tried it yet so I dont know exactly if it is visible to any degree. It certainly is not something they would have had a great deal of experience with.
