My neighbor is selling his 1995 M3 (Avus Blue with black interior)

History as follows::
My brother bought it from original owner (who special ordered the color combo) in March '02. Big car enthusiast with a spectacular collection. He just received his E46 with same color combo and would have kept it if he had more room (and he had lots of room!). No track, no smoke all records etc.
Car has heated seats, sunroof, trip computer, cruise, CD changer and forged alloys. He added the Euro air box and Dinan software. He also had the sound system upgraded with speakers, sub and amplifier hooked into the factory deck. Sounds great and looks completely stock.
My brother did all necessary upgrades except radiator. Aluminum t'stat housing, metal water pump, trailing arm bushings, rear shock mounts, Koni shocks etc. I'd recommend doing the radiator soon. He also added a B&B exhaust (stock exhaust included with sale) and X-brace. He did 3-4 driving schools with it. He has a company car, so the car had never seen rain, snow etc.
With plans to keep it forever, my brother and I decided to buy a race car. My neighbor (not a car guy) always liked the various M3's we've owned. He's a banker and has had 4-door company cars his entire career. He was going to go into business on his own in the fall of '03. He decided he could buy something like a new Taurus or my brothers perfect M3. Easy decision, but ended up staying at the bank. The car sat for a year in his garage. He had put 200 miles on it by fall '04 when he retired from the bank. Since then he has been driving it daily, although he doesn't work so it has not seen any significant mileage. He purchased a set of 17" alloys with snows from Tire Rack last December. He has now purchased a few HUD homes he plans on fixing up for resale over the summer. To avoid hauling lumber, saws etc. in the M3 he purchased a pick-up. Knowing that the M3 will now sit in the garage, he's interested in selling it.
He paid good money for the car based on the rare color combo, low mileage and excellent history. He's not interested in selling it for $14k. Please no flames about "I just bought..." He'll keep it before he takes a big loss on it.
It is in excellent condition with no "except's". If I was in a better position, I'd like to slide it across the street into my garage.
I've offered to help him sell it as he's not an enthusiast and would probably not be able to answer many questions.
