I used the steering wheel awhile ago(at e3), and its a lot more realistic then the previous logitech wheel. Every car had a different force feedback with the wheel as well. For drifting, the wheel ofcourse doesn't spin back to its place, you have to do so yourself, if you do move the wheel (countersteer) it is quite realistic with the game, it just doesnt have the snap back or resistance, I think I've only seen a few arcade systems that had such a system(ferrari 355). Oh yeah and it is compatible with the initial d(drifting game) ps2 game, but that game puts a great deal of stress on the wheel according to the ign review of it.

As to tire plus, I have dont know why they aren't applicable in CA. :eyecrazy
