I was washing my car today and I noticed these little black dots on my fender I got alot of it off by washing it but not all is there anything I can use to get it off without hurting the paint?I think its black top but not sure.

Clay or tar/bug remover. Just remember to rewax afterwards because it will strip the wax that's there.
