From what I hear at paint shops they suck, at least up to the mid 90's..

Its not only the clear coat that is soft, it is actually that they start out with a soft almost rubbery primer. This is most noticable on Porsche's. If you examine a wheel well, you will notice some area that a bubbly. Touch it. It is soft like rubber. This aids in keeping rock chips from easily nicking the paint. Also German paint is or at least was water based thus making it soft.
