Ive seen them on a lot of other m3s, but mine dont go on no matter what i do.....

Those are not city lights... They are DRL (day time running lights) only the dealer can program them to come on for you.

You bet, about $60k. The good new is they throw in a new M3 'vert with the service so it's really not a bad deal :stickoutt The dealer actually programs both keys as to whether you want DRL's, door locking programs, etc. upon delivery. For a resale, I'd imagine it would depend on how friendly you are with the dealer as it takes them only a few minutes to enter your preferences.
