the other day i saw a 7 series bmw with some beautiful black rims (pretty full looking) with a chrome lip. i shoulda waited for the guy (it was in a parking lot) and asked him what they were, but i was in a hurry. anyone know who makes rims that look anything like that? ive been looking around, but can't find anything like it.

There are only a handful of rim manufacturers that offer custom finishes, such as HRE, Kinesis, IForged, DPE, etc. But the majority of common aftermarket wheels do not come in custom colors so most go the route of having them powdercoated or painted. You can pretty much take any rim you want and customize it.

For example, Breytons only come in Chrome or Silver, but mine are custom powdercoated black with polished lips:
