Will 18 x 8 Parallels with a +13MM offset fit a 99 323is? Completely stock suspension.

I think the offset of those wheels is to low for that vehicle, the wheels would stick out too far it wouldn't look right

They won't fit at all. What you are looking at is a 5 Series wheel.
