the air might not be leaking but why would you want to run the risk of a blow-out on the freeway which would likely result in damage to the rim as you attempt to pull over, and damage to the body as pieces of rubber slaps around the wheel well? i'd rather pay for a new tire and not worry and just consider it an expensive lesson learned.

peel it back. if you can see cords or reinforcement material I would replace it. don't risk a blow out during high speed cornering.

It's not worth the risk to run those. Trash it (you already have) and get a new one.
