Tried do search on the forum on the best way to clean the plastic cover for the instrument panel. Can anyone give me ideas on what to use, so I dont scratch the cover.

Use a damp MF to clean the sticky spots and the dust. If it is just dusty try using one of those pledge 'grab-it' dust mitts. They work very well on interiors. You can pick them up at the grocery store in the household supplies aisle.
