The key does not activate door locks. Car stays un-locked.
It's common to both doors leading me to think it's not an individual door lock problem but some relay common to the feature. Where should I start to troubleshoot.
Um, so when you lock a door with the key, only that one door locks ... is that what you're saying? What about when you push the vertical lock lever down inside the door. Does that lock just the one door or all of them? How about the central locking button?

The key does nothing to the vertical locks, The locks are stuck in the opened position , they do not go in (all 4 doors). Central locking does not do anything. I try to push them (vertical locks)down but they do not move at all.

So, you mean all the locks are jammed? If you press down and pull up the vertical lever, doesn't it close and open the lock manually?

The previous owner told me that he had jumped started the car and I read that if it was done improperly it could damage certain components. Could this have damaged the lock mechanism?
Yes, all the locks are jammed. They do not close or lock manually, the vertical lever is stuck in the open (up) position.
