Cheapest you will find is an E21. Search ebay, search craigslist. Prices on E21s are down in the toilet right now.

All U.S. E21s are the 320i. This has a 4 cylinder M10 motor. If you have the patience search for a EURO 323i which has the M20 motor (same as E30). That is going to be your best bang for the buck.

2002s are starting to climb in price. A 2002tii in good condition is fetching $10-$20k depending on how good the condition is and mileage. As you could see from a post above a project 2002tii is still $5000+.

Also a pre-1974 2002 will run you more because it is a "Roundie" as in round tailights. A 1974-1976 has different and less desirable grilles/rear end.

What are you looking to spend? Do you have unlimited funds once you get the cheap shell? There are folks out there that make "M2"s with a 2002 non-tii (which is the same M10 in the E21) using an S14 motor out of an E30 M3.

It sounds like the E21 is the way you should lean as ALL 2002 projects are getting up there in price as used parts are becoming extinct.

A friend of mine has a later 2002 sitting in his yard. Dunno what he's doing with it, he's own in FL for motorcycle mechanic school.
