What is the smallest wheel that would be able to clear the brake calipers with a backspacing as close to stock as possible?

I'm curious about buying a second set of wheels to be a dedicated winter set b/c I'm moving to upstate NY this summer and want to be ready for the snow next winter. I looked on Tire Rack but they didn't have anything smaller than 19in's...

What size is your spare? That should tell you the smallest rim size that you can safely go with for a winter set up.
