I got one shipped to me from Germany, my question is the slip ring supposed to be locked or free spinning?

*Normally* the slip ring locks itself as soon as you remove the steering axle bolt. Once you reinstall the wheel and tigthen the bolt again, it will release. This is to make sure the slip ring is always in its middle position and cannot be accidently moved in transport. The small plastic lever you can see where you put the bolt is responsible for that. If you press it like the bolt would do, you should be able to rotate the slip ring by hand.
