this is certainly caused by heavy corrosion underneath.

it's caused by the salt aired maritime climate here in UK. The throwing stars wheels, any any other painted and laquered alloys, are extremely prone to this over here. Most neeed refurbishing every 4 or 5 years.Good luck with sale Sama btw. I got £600 for my set when I sold them, similar condition to yours.
